The banner headline (most important news) was “Work delay spurs probe.” Cebu City Vice Mayor Ronald Duterte and Kagawad Jose V. Cuenco called for an investigation of the delays preventing the completion of the P2.78-million renovation of the Unit III of Carbon market.

Other page 1 above-the-fold stories (more important than those found below the line made when the paper is folded crosswise):

n Mayor Florentino S. Solon forged a compromise in the controversial Gaisano Metro case by requiring the department store to provide adequate parking space.
n Budget Minister Manuel S. Alba admitted to World Bank experts during a Regional Development Council meeting that central authorities hesitated to surrender prerogatives to the regional level.
n Cebu Metropolitan District Command (Metrodiscom) operatives pursued leads identifying the four suspected kidnappers “who reportedly took by force” a three-year-old child from his caretaker along Aznar Road.

The sky teaser (headline or “head” found above or beside the paper’s nameplate) was a page 1 above-the-fold story on the hospitalization of the former archbishop of Cebu, Julio Cardinal Rosales. First Lady Imelda Romualdez Marcos ordered the airlifting of Rosales to Manila and then to Houston, Texas after he was diagnosed as suffering from cancer of the liver. Rosales retired on September 18, when he turned 76, and was succeeded by Msgr. Ricardo Vidal.

Below-the-fold features were:
n Education and budget ministers were preparing a Cabinet bill to standardize the salaries of government high school teachers.
n Defense Minister Juan Ponce Enrile ordered summary dismissal for military and police personnel found to have knowingly violated the ban on drinking in public places.
n Gaisano Metro controversy may trigger an amendment of ordinance 1035, known as the Zoning Ordinance of 1979.
n Cebu Bureau of Customs ordered the release under bond of M/V Fredesvinda, an ocean-going vessel detained for alleged copra smuggling.
n In preparation for the coming Batasang Pambansa election, an opposition coalition was speculated to be formed, which would include Inday Nita Daluz Cortes, Ribomapil Holganza, Napoleon Rama, Miguel Enriquez Jr., Hilario Davide Jr., Filemon Fernandez, Valentino Legaspi, Antonio Cuenco, Bartolome Cabangbang and Dr. Filemon Alberca.
