SAN CARLOS CITY -- Cultural songs and dances will highlight the observance of the 113th birth anniversary on November 13 of the city's pride, the late Speaker Eugenio Perez.

November 13 is a special non-working holiday in Pangasinan by virtue of Republic Act (RA) 6721 enacted on March 20, 1989.

Mayor Julier Resuello, honorary chairman of the commemoration day, said the celebration will commence with a Holy Mass at 7 a.m. at the St. Dominic Parish Church.

This will be followed by a flag-raising ceremony at the city plaza and wreath-laying at the bust of Speaker Perez at the city plaza named Speaker Eugenio Perez Memorial Amphitheater.

Accordingly, Binalatongan Historical and Cultural Association President Marcelo Casillan Jr. is this year's executive chairman with City Treasurer Arturo Mandapat Jr. as co-chair.

Like in the past celebrations, the proceedings of the program will be in the Pangasinan dialect with Dr. Guido Tiong and Ma. Luisa Novilla as masters of ceremony.

A member of the Perez family will deliver a message. At the same event, the officers of Ulopan na Saray Managsalitay Pangasinan led by book author Mel Jovellanos will have their oath-taking.

Part of the program is a variety of musical presentations depicting the province's culture.

The performers are City Schools Division District 2 teachers, the Tambayo Cultural Group, the San Carlos College Drum and Bugle Corps, Aniweng na Kawayan group from Dagupan City courtesy of Dagupan City Vice Mayor Belen Fernandez, and the Perpetual Help University System from Malasiqui.
