Through an Administrative Order 157, a TWG was formed to study the viability of having the abattoir privatized and the proposal of Philippine Abattoir Development Corporation managing director Darwin Sayoc, who indicated his intent to operate a slaughterhouse in his letter dated September 7.
The proposed operation of the slaughterhouse will be under a Build-Operate-and-Transfer scheme.
In a separate letter on September 11, the city veterinary recommended the privatization of the abattoir and the formation of a committee to discuss Sayoc's proposal.
The newly formed TWG is composed of Bautista, City Veterinary office head Brigit Piok, Committee on Public Works chairman Councilor Antonio Tabora, acting City Legal Officer Melchor Rabanes, Bids and Awards chairperson Romeo Concio, Ronald Perez and Antonio Bautista.
The TWG will recommend, based on discussions and findings, the city abattoir's privatization.
A build-operate-and-transfer scheme is an agreement where the proponent finances the construction of the slaughterhouse. After a given time, the property reverts to the city the abattoir.
