SUSTAINING participatory, transparent, and accountable mechanisms in the implementation of community infrastructure project has become the credo of the local government units, at least in the youngest town of Ifugao, Asipulo.
The municipality of Asipulo, a recipient of the Kalahi-CIDSS Project, continues to build common service facilities and other infrastructures using social technology that has empowered the communities. This has given the people the control over planning and decision-making to invest in local development initiatives, in partnership and with technical assistance from their local government.

Mayor Armando Domilod, during a workshop held in Baguio recently, said the town has influenced its local government to adopt the processes utilized in Kalahi-CIDSS.
The chief executive cited the pro-poor ordinance as the key mechanism in adopting community-driven development (CDD) processes in its operations.
The measure of success in marrying CDD with that of existing LGU processes led to the pilot initiative Makamasang Tugon, which provides a one-year additional funding for Asipulo's pro-poor development projects.
